Higher education has moved from a small, relatively elitist and self-managed education and research system in many countries to its current status as a large industry offering mass training. Higher education must now continuously respond to the perceived needs of public economic policies, labour market and education, which have been transmitted through the increased use of market mechanisms and private contributions, both by students (tuition fees) and by companies (to finance research). Many employment contracts consist, in whole or in part, of collective bargaining conditions with a trade union. These collective agreements may be incorporated into the employment contract by the express creation or implied by law.
